Final Report of the Commission of Experts Established Pursuant to Security Council Resolution 780 to Investigate Violations of International Humanitarian Law in the Former Yugoslavia
The report includes a survey of the Commission's work since its inception as well as a review of its mandate, structure and methods of work. The Report also presents the Commission's views on select legal issues and a general study of the military structure of the "warring factions" and their strategies and tactic. The Report reviews substantive findings on alleged crimes of "ethnic cleansing", genocide and other massive human rights violations, data on rape and sexual assault as well as information concerning the destruction of cultural property. The most complete record of the Commission's work and findings is contained in the Annexes to the Final Report, which are based on the data collected by the Institute, as well as on the investigations of the Commission and the research of its members and their staff. The Commission of Experts was chaired by Professor M. Cherif Bassiouni. IHRLI staff contributed significantly to the production of this Report. 4000+ pp. 1994, United Nations Security Council.
